Zone status must be operationally enforceable
Zone status is not just a broker instruction. It has to be enforceable on the floor. Privileged foreign, non-privileged foreign, domestic and zone-restricted status each create different downstream handling expectations. If a status decision is made in a spreadsheet but not embedded in the WMS, label logic, lot controls and withdrawal process, the operation is relying on people to remember a compliance rule under time pressure.

Drayage and transloading are admission control points
In many FTZ 214 flows, the drayage and transload plan determines whether the admission record will be clean. The issue is not only whether the container reaches the facility on time. It is whether the movement preserves the identifiers needed for the admission.
For ocean freight, the drayage provider should capture container number, seal number, pickup time, terminal condition notes, chassis data where relevant and delivery time. At unload, the transload team should preserve the relationship between the container, the admission packet and the physical count. This approach protects velocity because the warehouse can continue unloading and staging freight. It protects compliance because questionable inventory does not disappear into general stock.
