Build the empty return plan before the import container gates out
The strongest per diem control programs start before the dray carrier pulls the full container. For each container or container group, the operator should know the last free day, the planned unload date, the empty return instruction source, the required appointment platform, the chassis provider and the escalation contact for exceptions.
That does not mean every return can be booked in advance. Many markets will not allow it. It does mean the return path is being monitored before the container is sitting empty and exposed.

Use transloading as a per diem control lever
Transloading is often sold as a distribution strategy, but in disrupted import flows it can also be an equipment recovery tool. A port-adjacent or rail-adjacent transload can strip cargo from an international container into domestic trailers, pallets or short-term warehouse positions, allowing the ocean container to return faster than it would if it continued inland to a constrained consignee dock.
That matters when the bottleneck is not the port pickup. It may be the receiver’s appointment calendar, a distant DC with limited live unload capacity or a retail program that needs SKU segregation before final delivery. In those scenarios, dragging the carrier container all the way through the domestic delay chain transfers downstream congestion onto the per diem clock.

Triage by return risk, not just by container age
Aging reports are useful, but they can hide the real priority. A container with three days left and no valid return instruction may be riskier than a container already out of free time with a confirmed appointment tomorrow. Recovery teams should rank containers by return feasibility, cost velocity and operational controllability.

The goal is to identify the next physical or administrative constraint. “Waiting on return” is too vague for a recovery desk. Waiting on which depot? Which appointment platform? Treat evidence as an operating requirement
Disputes are not a substitute for recovery, but documentation can protect the shipper when per diem charges are caused or extended by unavailable return locations, system restrictions or rejected return attempts.
